Certain States require our more substantial business plans for the Business Owner and Senior Executive categories. Business Talent visa also requires a thorough business plan.
As rated by State Sponsorship Services in descending order of complexity of the research and planning requirements, these are:
- Queensland,
- NSW,
- Victoria,
- ACT.
West Australia, South Australia, Northern Territory and Tasmania are next, although these States would accept a slightly more abridged business plan (lower cost too!). Refer to Business Proposals for these States.
Complexity normally involves:
- extended financial forecast periods,
- detailed financial reports with month by month information for the first year or two for
- Cash Flow,
- Profit and Loss
- Balance Sheet,
- employment details,
- comprehensive marketing strategies and budgets,
- start up costs
- operating budgets,
- break-even calculations
- operational details
- timelines.
A good business plan can help persuade a State Government to allow discretion in terms of age, business experience and relevance of the business proposal.
Business plans should have a strong research foundation and the business idea should be an extension of the ideas and information contained in the market research report.
Our typical plans:
- are at least 30 pages in length,
- are properly structured for readability and flow of logic,
- are illustrated with appropriate coloured graphs,
- show full financial information with annual summaries matched to relevant text and monthly details in the appendix.
- Could be out in front of a bank manager or future business partner and achieve results.

Certain other information has also been added that can prove any action taken against “borrowing” our intellectual property. This document would not be able to be used “as is” for most States, but it is generally consistent with what we would provide to support Victoria and Queensland sponsorship applications.

Processing time is usually 3-4 weeks if we can get a substantial brief, prompt payment and can readily access information from third parties. Talent Visa business plans take a few weeks longer with associated higher costs.
TIP: It is worth considering the whole cost of a proposal in terms of money and effort before deciding on the location of the business. Some States like NSW have higher cost housing and charge full foreign student fees for school age children and require detailed business plans; balanced against this is the nearly-same-size city of Melbourne with local rate school fees, cheaper housing and slightly simpler plan (at slightly lower cost).
Queensland is more restrictive than Victoria in terms of evidencing the business opportunity and changing the business plan after obtaining the visa, costing more in terms of time and fees and limiting the flexibility of the business.
However these 3 eastern States attract the lion’s share of migrants as they hold the majority of the population. Nevertheless it pays to take time to help your client select the basket of costs and responsibilities that they wish to commit to as it can be expensive and risky to change the arrangements.
