Certain States require something less than the standard full business plan for the Business Owner and Senior Executive categories, however Business Talent visas will still require a thorough business plan regardless of the Sponsoring States attitude to other categories.
State Sponsorship Services has researched the issue and has rated South Australia, West Australia, Tasmania and Northern Territory as requiring these less complex and cheaper business plans - we call these smaller plans our “Business Proposals”.
It should be noted that although these States might require less content in the way of written business plans, three of them expect to see quite detailed market research to show that the applicant has understood and can adjust to the market.
The cost of additional research can mean that overall cost is the same as for other States that allow for lesser research to be woven into a more detailed business plan.
Our Business Proposals are in fact descended from our business plans in that they are a little more abridged and therefore prepared at a proportionately lower cost.
These reports normally include 12-20 pages of:
- short to medium term financial forecasts with a Profit and Loss but usually have no Balance Sheet or Cash Flow,
- annual financial reports only,
- summary employment details,
- wider marketing strategies,
- summarised start up costs
- working capital calculations,
- break-even calculation
- general operational details.
If you are trying to persuade a State Government to allow your client some discretion in terms of age, business experience and relevance of the business proposal, then before deciding on asking us for a simpler Business Proposal, thought should be given to using a full Business Plan.
Full Business Plans have stronger logic and hold more detailed information in support of the viability of the business. They present a more detailed, more compelling argument.
For regular cases, Business Proposals still have a fair research foundation and the business idea should be drawn from the ideas and information contained in the market research report.

You are also asked to recognise that to protect our own interests this file has been depersonalised, with key strategies deleted along with support documents and research information.
Certain other information has also been added that can prove any action taken against “borrowing” our intellectual property. This document would not be able to be used “as is” for most States, but it is generally consistent with a full Business Plan to support Victoria and Queensland sponsorship applications.

Processing time is usually 2-3 weeks if we can get a substantial brief, prompt payment and can readily access information from third parties. Full Business Plans and Talent Visa business plans take a few weeks longer with associated higher costs.
TIP: It is worth considering the whole cost of a proposal in terms of money and effort before deciding on the location of the business. Although some States like South Australia have lower costs overall, if the applicant intends to “jump ship” and move to another State, it is less risky to try to obtain sponsorship in their preferred State.
There will be a slightly more expensive Business Plan and perhaps additional research, but the generally one to two thousand dollar difference is much less than any subsequent legal fees spent to argue why the original sponsorship should not be cancelled by the State that lost the migrant.
For the sake of a slightly higher plan cost for the preferred State, migrants and agents can avoid the risk, fear and humiliation of potential cancellation of the visa and exit from the country.
Nevertheless it pays to take time to help your client select the basket of costs and responsibilities that they wish to commit to as it can be expensive and risky to change the arrangements later.
